So in my case (32000), every item, that has a lifetime (types.xml) higher then 32000sec will have a white flag on its name and is protected from despawning as long as the flag isnt completly lowered and its placed inside a flag radius. Every Item that has a lower lifetime then 32000sec will not be protected by the base flag.

So if "AnimalBear" has Nominal=0, min=2, max=2, and active is set to 1, the map will spawn 2 bears.
